March 1st, 2012 witnessed the launch of the appraisal of 2012 CBIA China Excellence Bio Park through joint efforts of both BioInsight, a domestically renowned consultation agency specialized in biopharmaceutical, and Devott, a consultation agency engaged in professional service outsourcing. The event is intended to recommend to the whole world those advanced parks with the best technological advantages, resource values, investment potentials and characteristics in the biopharmaceutical area of China. The shortlist has now been published as follows. The final award-winners will be announced on June 29 based on the shortlist.

[Comments]: An integrated entity, a development zone is not only the industrial park itself, it is also comprised of the supporting facilities of both software and hardware. Therefore, we have made the comprehensive appraisal by integrating such multiple elements as the hard environment competitiveness, competitiveness of enterprises, soft environment competitiveness and investment competitiveness etc. Development zones carry diversified key functions and play different roles as defined as they undergo the primary stage, middle stage and mature stage of construction. The enterprises having different business scales and maturities have dramatically different environment expectations on the development zones. The development zones are, therefore, required to maintain consistence in both policies and support on the one hand and to keep innovating constantly on the other. Only by seeking constant innovations to adapt to the development changes as of the settled enterprises as well as the macro-environment, they can expect to maintain long-lasting competitiveness. Therefore, we have particularly set up such elements as the policy innovation competitiveness and service platform competitiveness etc. so as to appraise the development zones more objectively and justly and to render the more objective appraisal standards for both investors and start-ups.

[Comments]: The development zones bear diversified key functions subject to their different degrees of maturity. As for those maturely developed development zones, the new entrepreneur settlers are more concerned with adapting themselves to the macro- environment of the development zones. Therefore, some cases of inadaptability may occur from time to time. In those development zones in the initial stage of development, in which there may not be so well-developed supporting conditions, the settled enterprises would be able to be involved the earliest in the construction and planning of the development zones themselves, including the construction of certain public service platforms, which is deemed to be more specific and easier for the settled enterprises to seek rapid development. Meanwhile, the biopharmaceutical industry appears to be distinctly industrially concentrated. Therefore, those who are streamlined for the industrially concentrated development will find it easier to obtain better opportunities. For the target-oriented reference of both investors and start-ups, some development zones with best potentials have, therefore, been selected specifically during the present appraisal and of these development zones, some are undergoing rapid development and some noted for remarkable features or apparent industrial concentration.

The international business reputation is particular important to those export-oriented products or international enterprises. Therefore, it is expected that by setting up this award, the Chinese industrial parks will be promoted to seek development outside the Chinese territory, be internationalized and make the international community learn more about the characteristics of the biopharmaceutical industrial parks in China.

[Comments]: Representing an important business type in biopharmaceutical industry, CRO is also an important symbol of the transfer of global industrial chains. The booming development of CRO in biopharmaceutical area is one of the key factors that drive the biopharmaceutical R&D and production to be transferred from the developed countries to China. CRO has been accounting for an increasing proportion by year in biopharmaceutical industry and also become the business activity of many industrial parks when designing their layouts with priorities. Therefore, the CRO is listed as of the separate business type for its significance to help enhance the industrial park's position in CRO layout.

[Comments]: Apart from the park scales and governmental supports, which are indeed important, it is the biopharmaceutical industry's unique characteristics that determine the industrial concentration to be one of the core powers to drive enterprise development. Therefore, plenty of industrial parks have been sensitively aware of such characteristics that from the very beginning they've endeavored to build up the parks with characteristics, conducted layouts in certain particular areas and concentrate a lot of upper-and-down-stream enterprises that complement and support each other, based on which they've gradually developed the bio-industry chain with remarkable features. This section is set up in order to encourage more industrial parks to keep in mind the advantages of local resources and the characteristics of traditional industries as well as the features of talent pool as locally available, so as to create the regional characteristics that adapt to the local conditions rather than pursue anything grand and comprehensive.
